Procurement Manager at Vetlanda Municipality
Do you want to lead and develop the municipality's procurement and purchasing work in a strategic key role? As the Procurement Manager in Vetlanda Municipality, you will be a central part of the municipal management administration – the municipality's hub for governance, development, and coordination. About the Role
As the Procurement Manager, you have overall responsibility for operations, personnel, and finances within the procurement department. You lead and develop the municipality's procurement and purchasing work in a politically governed organization and work long-term, commercially, and with a clear focus on quality, sustainability, and operational benefit.
Strategy and Development
An important part of the assignment is to develop and implement the municipality's procurement strategy. You will continuously work to further develop policies, guidelines, and working methods within procurement and purchasing. This includes identifying improvements, efficiencies, and savings opportunities while strengthening quality and legal security. You will follow developments in legislation, market, and industry practices and contribute to the municipality acting modernly and sustainably.
Leadership and Collaboration
You will lead the procurement department and ensure that employees have the right conditions and competence to support the operations. You will distribute work, support and develop the team, and strive for a high level of internal service. Collaboration is a natural part of the work – both internally with managers and operations and externally through cooperation within the region. You will also contribute to ensuring that procurements within the municipality and the municipal group are planned and coordinated effectively.
Procurement, Contracts, and Suppliers
In this role, you will be responsible for driving and executing strategically important and complex procurements. You will quality assure procurement documents, contracts, and evaluation models and ensure that processes comply with applicable legislation and internal guidelines. You will have overall responsibility for the municipality's contract portfolio and actively work with follow-up, risk management, and supplier management to create good and long-term results.
Economy, Analysis, and Decision Support
You will be responsible for budget, follow-up, and analysis within the procurement department. You will monitor purchasing volumes, supplier performance, and the effects of procurement work and prepare decision support for management and committees. Your work contributes to a long-term sustainable and cost-effective purchasing organization.
Mandate and Responsibility
In this role, you have the mandate to make decisions within the framework of the municipality's procurement policy and delegation order. You will represent the municipality in negotiations and drive development projects within procurement and purchasing, including coordinated procurements and joint projects within Höglandet and Jönköping County.

Qualifications
- Academic degree in economics, law, engineering, public administration, or equivalent experience deemed comparable.
- Several years of experience in public procurement according to the Public Procurement Act (LOU, LUF).
- Documented experience in leading personnel or projects.
- Driver's license (B).
- We place emphasis on personal qualities.
